The flagship of the Holding is the PEGAZ Research and Design Institute. Founded in 1995 at the Ufa State Petroleum Technological University, the Institute has evolved from a regional design bureau into one of the leading centres of domestic engineering, preserving fundamental traditions of design whilst integrating cutting-edge technological solutions.
The Institute’s mission is to supply clients with advanced solutions in licensed technologies, as well as to develop competencies in the design and construction management of critical oil and gas facilities.
Amid sanctions and import substitution, PEGAZ has established itself as a significant centre of excellence, offering solutions comparable to global alternatives and often surpass them technically and economically. We remain open to developing mutually beneficial cooperation, stand ready to offer advanced developments and technological solutions, and intend to substantially broaden our engagement with the Middle East.

KEY AREAS OF ACTIVITY

The Holding’s portfolio is built through collaborating with the largest vertically integrated companies—both Russian and international—including PJSC Gazprom Neft, PJSC SIBUR Holding, PJSC Rosneft Oil Company, PJSC LUKOIL, PJSC Gazprom, and PJSC NOVATEK, as well as independent oil and gas companies.
The key areas of activity include the following:
Liquified Natural and Associated Petroleum Gas
Among the priorities is the creation of highly profitable small-, medium-, and large-scale LNG production facilities based on the MR-PEGAZ technology, which demonstrates outstanding technical and economic performance. These solutions are of particular importance when it comes to projects in the Arctic zone, where reliability and technological simplicity are key. Projects envisage developing comprehensive ancillary infrastructure, including systems for product storage and distribution.
Primary and Chemical Processing of Ethane-Containing Gases
The Institute boasts a portfolio of original resource-saving technologies for the extraction of C2+ hydrocarbon fractions from natural and associated gas, creating opportunities for the production of high-margin gas chemical products, including polymers, composites, and specialised chemical materials.
Oil Refining for Fuel and Petrochemical Applications
A suite of solutions for deep crude oil refining has been developed, characterised by high flexibility, optimised capital expenditure, and enhanced economic efficiency. Combined technological schemes enable the simultaneous increase in the output of high-quality motor fuels and downstream petrochemical products, thereby ensuring maximum operational profitability.
Industrial and Civil Infrastructure
In addition to primary project pipeline, the Institute conducts largescale works on the design of Utilities and Off-sites, power supply installations (substations, boiler houses), water supply systems, and treatment plants. This integrated approach allows the client to receive not only an industrial facility but also required infrastructure, all ready-to-operate.

TECHNOLOGICAL SOVEREIGNTY AND IMPORT SUBSTITUTION: DEVELOPING PROPRIETARY SOLUTIONS

In the current geopolitical context, the ability to offer solutions independent of foreign software, imported technologies, and equipment has become a critically important factor. PEGAZ pursues a systematic policy of import substitution both in the digitalisation of design processes and in the application of equipment produced by Russian manufacturers or those of friendly nations.
PEGAZ Research and Design Institute develops and implements innovative technical solutions aimed at reducing capital and operational costs without compromising reliability. Of particular importance are resource conservation, environmental efficiency, and the optimisation of industrial site layout—all critical for projects in remote regions with a harsh climate, from Yamal to the Russian Far East.

INTERNATIONAL DIMENSION: EXPORTING ENGINEERING COMPETENCE

The competencies of PEGAZ possess considerable international potential. Participation in projects in the CIS, as well as engagement with partners from Asia and the Middle East, attests to the demand for Russian engineering solutions.
LNG technologies, the processing of ethane-containing gases— including offshore projects—and the creation of high-margin gas and petrochemical complexes may be effectively applied in modernising existing facilities and constructing new ones.
The Holding links Russian resource-producing companies and international companies, ensuring compliance with both national standards (GOST, SNiP) and international norms (API, ASME). In the context of Russia reorienting its external economic ties, the Holding’s experience in adapting Russian design documentation to the standards of the Asia-Pacific region and the Middle East constitutes a unique asset for joint projects.

Today, all oil-producing nations face new challenges: the need to develop oil and gas clusters, modernise refining capacities, and establish cutting-edge petrochemical and gas chemical facilities oriented towards the production of sought-after high-margin goods using advanced, efficient, and technologically independent solutions impervious to political vagaries.
