DEVELOPING TAJIKISTAN’S TRANSPORT: AKIA AVESTO CASE STUDY

In his annual address to the Supreme Assembly of Tajikistan (Majlisi Oli) in 2021, the Tajik President Emomali Rahmon declared 2022–2026 as the “Years of Industrial Development.” He particularly emphasised that achieving energy independence and the efficient use of electricity, overcoming transport isolation and transforming Tajikistan into a transit hub, ensuring food security and access to quality products, as well as expanding productive employment, are the country’s strategic objectives. Given the major role of industry in addressing socio-economic challenges and creating jobs, the President’s proposal to accelerate industrialisation as the fourth strategic goal is of particular note.

Thanks to government initiatives and resolute actions over the years of independence, consistently attracting local and foreign investments, dozens of large enterprises have been com missioned in the country.
The enterprise produces 8- and 12-meter buses, double-deckers, and modern e-buses and trolleybus es in compliance with international standards, using high-quality spare parts and fuel suitable for Euro-5 and Euro-6 buses. It has certified manage ment and quality systems in line with ISO 9001 and ISO 45001 standards, along with various special certifica tions. Akia Avesto also collaborates with renowned brands from Europe, Türkiye, and China, including Mer cedes Benz, ZF, Allison, CATL, CRRC, WABCO, and ACTIA.

To date, the company has produced over 500 buses, e-buses, and trolley buses of various modifications and sizes, which provide services across Tajik cities and regions. Notably, the country has established the first serial production of the 8-meter Akia-Oriyo bus and the Akia-Neru e-bus, which is a source of national pride.
Thanks to government initiatives and resolute actions over the years of independence, consistently attracting local and foreign investments, dozens of large enterprises have been commissioned in the country.
Under the Dushanbe Green City Action Plan (GCAP) to develop e-transport in 2022–2028, the country launched the production of e-bus es. In total, Akia Avesto has produced and delivered 60 vehicles.

To meet daily charging needs, a charging depot for e-buses was built at the State Unitary Municipal Enterprise “Avtobus-1.” Powered by the “Luchob” substation, it is equipped with 15 charging stations and a modern control center, which allows for two electric buses to be charged simultaneously, with a full battery charge taking between 3 to 4 hours.

Equipped with heating and cool ing systems, six CCTVs, two informa tion screens, Akia e-buses can take up to 100 passengers, with 32 seat ing places. These buses, built up to European standards, are powered by batteries with a total capacity of 350 kWh, offering an autonomous range of up to 300 km. The warranty on the batteries and electrical com ponents is 600,000 km or eight years.
The activities of Akia Avesto have received well-deserved recognition, and the company has been awarded on multiple occasions.

On December 20, 2023, during the closing ceremony of the “Best En trepreneur of Dushanbe 2022,” Akia Avesto triumphed in two categories: “Light Industry” and “Production of Public Electric Transport—Electric Buses,” earning the competition’s top prize.

On January 12, 2023, the Hyatt Regency Dushanbe hosted the 12th awards ceremony of the “Top-50” by Vatan Radio. The General Director Asror Mirzoev was awarded a presti gious prize for his significant contri bution to society.

Among its other achievements are three “Brand of the Year” gold awards (2019, 2022) and diplomas and hon orary certificates from the Tajik Ministry of Transport, reflecting the high level and active engagement of the enterprise.

The company takes particular pride in its participation in inter national exhibitions aimed at pro moting Tajik products and explor ing export markets. Notably, for the first time in the country’s history since independence, three models of Tajik buses were showcased at the international Bus World exhibi tion in Almaty (2019). The company also participated in exhibitions in Dushanbe (2020), Astana (Futuroad Expo Astana 2021), and Turkmenbashi (Central Asian International Exhibition).

Moreover, in 2021, six Akia Avesto models were showcased at the Tashkent Technopark, bringing together city authorities and transport service providers. In 2022, three more vehicles were presented at the international industrial exhibition “INNOPROM. Central Asia.”

Vehicles under the “Akia” brand have been in operation in Tajikistan for over seven years, achieved thanks to their high quality, proper technical operation, and timely maintenance.
At the direct initiative of Dushan be’s Chairman (mayor) Rustam Emo mali to renew the capital’s fleet, the city’s executive authorities have ac quired 471 units of Akia Avesto city buses. These include 300 twelve-me tre buses, 100 eight-metre buses, 60 e-buses, a trolleybus, and 10 dou ble-deckers—all produced and assem bled at Akia Avesto— which were then handed over to the capital’s transport companies, contributing to the city’s new and modern look.

Worth noting that in 2025, the Dushanbe City Hall has placed an order for the production of another 30 e-buses.
In addition, the company partici pated in both Tajik and international tenders. For instance, in 2022, it won a tender by the EBRD to supply modern buses to the city of Bokhtar. As a result, 41 units of Akia Oriyo, each eight meters long, were manufac tured and delivered.

Throughout its operation the company has maintained a staff of over 200 local employees. All of them are now skilled specialists who have undergone advanced training courses and enhanced their exper tise in Türkiye.

Currently, Akia Avesto contin ues to expand production volumes while engaging in talks on exports with relevant bodies abroad, actively developing international cooperation.
