WORLD FORUM “NEW ERA – NEW WAYS”

The initiative to create a Greater Eurasian Partnership was supported by the IOEC and the participants of the
World Forum “New Era – New Ways” .

The Greater Eurasian Partnership was the main topic of the meeting of the participants of the World Forum «New Era – New Ways», which took place on April 19, 2024 in Moscow and was organized by the International Organization of Eurasian Cooperation (IOEC). IOEC President Dmitry Stasyulis summed up the results of the World Forum and shared his plans for the future.

On April 19, 2024, the first general meeting of the participants of the World Forum “New Era – New Ways”
was held in Moscow on the platform of the Digital Business Space. The main topic of the meeting was the Greater Eurasian Partnership. The event was organized by the International Organization of Eurasian Cooperation. General partner – the Diktatura Zakona Bar Association. The event partners – Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences, Eurasian Peoples’ Assembly, Kyrgyz-Russian Business Council, AMR-Spetstekhnika.

The World Forum is an intellectual and business hub for a multipolar world. It brings together representatives from international organizations, government bodies, business, the expert communities, scientists and cultural figures fromvarious countries with the goal to shape a common future together. It works on a regular basis through meetings of expert bodies (committees) on various realms of social relations.

Over 600 delegates from 33 countries, including Russia, China, Belarus, India, Armenia, Kazakhstan, Kyrgyzstan, Uzbekistan, Moldova, Bahrain, Bulgaria, Hungary, Georgia, Korea, Vietnam, Mauritania, Côte d’Ivoire, Burkina Faso and Mongolia, attended the meeting of the World Forum “New Era – New Ways”.

The event was attended by Marat Berdyev, Ambassador-at-Large of the Ministry of Foreign Affairs of Russia, Gohar Barseghyan, Member of the Board – Minister in Charge of Industry and Agroindustrial Complex of the EEC, Deman Mohamed Hamar, Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Mauritania to the Russian

Federation, Alfredo Cristovão Gomes Lopes, Ambassador Extraordinary and Plenipotentiary of the Republic of Guinea-Bissau to the Russian Federation, Gao Qi, Head of the representative office of the China Council for the Promotion of International Trade in Russian Federation, Dalbir Singh, National Secretary of the Indian National Congress, Zarema Askarova, First Deputy Minister of Justice of Kyrgyzstan, Ainura Usenbekova, Deputy Minister of Economy and Commerce of Kyrgyzstan, Danaajav Khasar Minister Counselor of the Embassy of Mongolia in the Russian Federation, members of the parliaments of Armenia and Kyrgyzstan, as well as a large delegation of business representatives from Africa and representatives of other countries.

Welcoming messages to the Forum participants were sent by Alexander Pankin, Deputy Minister of Foreign Affairs of the Russian Federation, Dmitry Volvach, Deputy Minister of Economic Development of the Russian Federation, and Tatyana Moskalkova, Commissioner for Human Rights in the Russian Federation.

The establishment of the Greater Eurasian Partnership is a strategic initiative of the Russian President, Vladimir Putin. It has been well-received by the member countries of the largest interstate associations. During the plenary and breakout sessions of the World Forum on April 19, 2024, participants discussed in depth the actual vector of this integration process.

The event commenced with a plenary session. Marat Berdyev, Ambassador-at-Large of the Russian Ministry of Foreign Affairs, extended a greeting to the forum participants on behalf of Deputy Foreign Minister Alexander Pankin. Marat Berdyev also noted: «The World Forum “New Era – New Ways” is an initiative at the intersection of the state, the public and business. This is crucial, as today many challenges are complex and cannot be resolved by the governments alone.»
During the plenary session, the participants discussed the contours of the Greater Eurasian Partnership (GEP), its role in the formation of a multipolar world architecture, ways to accelerate integration processes across the continent, and other pertinent issues.

Gao Qi, Head of the Representative office of the China Council for the Promotion of International Trade in Russian Federation, noted the transformation of the economic space of the Greater Eurasia: «In an unpredictable international situation, relations between Russia and China are reaching a new level and continue to flourish.»

Gohar Barseghyan, Member of the Board – Minister in Charge of Industry and Agroindustrial Complex of the EEC, confirmed the readiness of the Eurasian Economic Commission to support and develop cooperation between the countries of the Greater Eurasia.

Eduard Budantsev, the Chairman of the Diktatura Zakona Bar Association, Chairman of the IOEC Board of

Trustees, stated: «It is crucial to engage foreign colleagues in collaboration, discuss the practical challenges we encounter in our daily operations, and enact the necessary legislative measures to make life of the people as easy as possible.»

Alexander Murychev, the Vice-President of the Russian Union of Industrialists and Entrepreneurs, emphasized the importance of setup a multilateral business structure of Greater Eurasia with the participation of leading business associations and companies for the effective development of the GEP.

Li Shuobing, President of the Financial and Business Association of Euro-Asian Cooperation and General Director of SLC-Rus, observed that «...in recent years, there has been a significant restructuring of the global economy, commodity flows and supply chains with increasing role of national currencies in foreign trade settlements. I believe it is important to create a new financial infrastructure with the possibility of developing alternative payment and settlement systems and other ways to support international projects.»

Vasily Tarlev, the President of the National Congress of Industrialists and Entrepreneurs of Moldova, called for cooperation and support of initiatives designed to strengthen interaction between the countries of the Greater Eurasia and various international organizations.
The World Forum “New Era – New Ways” has been founded on the principles of equal cooperation between participating countries, integration of digital tools into international relations, sovereignty of states and preservation of their cultural and historical features. «I am confident that the World Fo- rum “New Era – New Ways” will become an important milestone of the

Greater Eurasian Partnership, which will develop common approaches to the formation of a future multipolar world order, aimed to improve the welfare and security of citizens, promoting the spiritual and moral development of friendly countries,» said Dmitry Volvach, the Deputy Minister of Economic Development of the Russian Federation, in his address to the participants.

At the conclusion of the plenary session, the participants proceeded to engage in the following thematic sessions:
• «Eurasian Bar Association as a new format of interaction between legal communities of various countries»;
• «Public diplomacy as a tool of cooperation in a multipolar world»;
• «In search of new tools for the development of Eurasian integration»;
• «Scientific and educational cooperation in the Greater Eurasia»;
• «Strategic nature of Russia-Asia multisectoral cooperation: status, prospects, risks».

The delegates discussed proposals to develop co-operation between the countries, create new trade and investment partnerships, shared experience in education and science, and worked out proposals to strengthen international security and stability.

Signing of an international agreement.
The Forum held a special event – a meeting of the Council of the International Congress of Industrialists and Entrepreneurs (ICIE), which was dedicated to the issues of promoting goods and services on foreign and domestic markets in the Greater Eurasia.

Vasily Tarlev, the Chairman of the Council of the International Congress of Industrialists and Entrepreneurs, President of the National Congress of Industrialists and Entrepreneurs of Moldova, Chair-man of the «Future of Moldova» party, Bulat Dyushaliev, Executive Director of the Kyrgyz-Russian Business Council for contribution to the development of Eurasian integration to.

A number of significant international agreements were made as a part of the forum “New Era – New Ways”.
The International Organization of Eurasian Cooperation signed agreements on interaction and cooperation
with the Association “Alliance SIIRA” (Burkina Faso), the international non-governmental organization “Euro-Asian Alliance” (Georgia), the National Congress of Industrialists and Entrepreneurs of Moldova (the Republic of Moldova), the state research organization “Institute of International Studies” of the Mongolian Academy of Sciences (Mongolia).

Diktatura Zakona Bar Association signed a cooperation agreement with Yousif Zainal Law Firm (Kingdom of Bahrain).

Cooperation agreements were also signed between the International Congress of Industrialists and Entrepreneurs and SANY LLC, between the Industrial Cluster of the Republic of Tatarstan and the Russian House in Algeria.Victor Alipa, Head of the Youth Entrepreneurship Development Department of the Rosmolodezh Business and Maxim Belopotapov, Vice-President of the International Congress of Industrialists and Entrepreneurs, signed a declaration to establish the International Community of Young Entrepreneurs.
At the end of the event, the participants of the meeting expressed a number of ideas and proposals regarding the Greater Eurasian Partnership development, among them were the following:

• The Greater Eurasian Partnership has the potential to become a key platform for organizing fair and equitable cooperation in a multipolar world. To this end, it is appropriate to pay a special attention to the development and
promotion of a multipolar world tools within the GEP, including:
– establishment and support of supranational settlement systems;
– development of standardization systems for manufactured goods and services;
– unification of certain rules and regulations necessary for the organization of a single circuit of interaction in various
spheres within the GEP;
– development of rating systems for assessing business and investment attractiveness;
– creation of transport and logistics corridors;
– creation of international judicial bodies within the GEP.

• The establishment process of the Greater Eurasian Partnership could be accelerated by the involvement of international business, expert and scientific communities. Therefore it is critical to engage actively with public diplomacy institutions and business communities in the development of the Greater Eurasian Partnership. Among the structure that could serve as a public platform uniting representatives of various states interested in shaping the GEP is the IOEC that hosted the World Forum “New Era – New Ways”.
