IOEC IN MARCH – JULY 2025: EVENTS, STRATEGIC OBJECTIVES, KEY DIRECTIONS, AND PROMISING INITIATIVES.

WORKING VISIT TO DELHI
On March 18-22, the IOEC delegation paid a working visit to Delhi and engaged in talks with key representatives of the Indian Chamber of Commerce, including Secretary General Ranjeet Mehta and Director Rakesh Kumar Singh. The delegation also met with Evgeny Griva, Deputy Trade Representative of the Russian Trade Mission in the Republic of India, H.E. Denis Alipov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of India, and H.E. Amitabh Kant, India’s Sherpa to the G20, as well as with leading local law firms. The discussions focused on the potential for enhancing Russian-Indian ties in economy and entrepreneurship, the prospects for establishing an IOEC representative office in India, the possibility of organising business missions in the largest Indian States, the development of the IOEC’s Eurasian International Business Centre (EIBC), as well as providing legal protection for its residents and offering comprehensive support to Indian entrepreneurs in Russia.

MEETING WITH THE AMBASSADOR OF THE SULTANATE OF OMAN
On March 27, IOEC’s President Dmitry Stasyulis met with H.E. Hamoud Salim Abdullah Al Towaiya, Ambassador Extraordinary and Plenipotentiary of the Sultanate of Oman to the Russian Federation. The discussions centred on promising avenues for Russian-Omani cooperation, emphasising the need to strengthen bilateral economic ties and enhance Oman’s investment appeal for Russian businesses. The parties also agreed to further strengthen contacts within the framework of the World Forum “New Era—New Ways” and through IOEC’s Eurasian International Business Centre.

ROUND TABLE ON COOPERATION WITH CENTRAL EURASIA
On April 2, IOEC’s President Dmitry Stasyulis took part in a round table titled “The Business Dimension of Cooperation with Central Eurasia: What Comes Next?” organised by the Institute of China and Contemporary Asia of the Russian Academy of Sciences and the International Congress of Industrialists and Entrepreneurs. In his address, Mr. Stasyulis shared his vision for the modern regional markets and proposed a series of measures to address current challenges, including reforming global governance institutions, advancing the Greater Eurasian Partnership, developing and supporting cooperative projects, and establishing a supranational clearing settlement mechanism in digital currencies.

IOEC PRESIDENT MEETS THE AMBASSADOR OF THE DOMINICAN REPUBLIC
On April 15, IOEC’s President Dmitry Stasyulis met with H.E. Alejandro Arias Zarzuela, Ambassador Extraordinary and Plenipotentiary of the Dominican Republic to the Russian Federation. These talks held in Moscow concentrated on the possible participation of His Excellency in the World Forum “New Era—New Ways,” particularly his address commemorating the 80th anniversary of diplomatic relations between the countries. They also explored prospects for business cooperation and opportunities for Russian companies in the Dominican Republic.

RUSSIA – SENEGAL: STRENGTHENING COOPERATION IN AGRICULTURE AND ENERGY
On April 19, Diamniadio (Republic of Senegal) hosted a meeting between H.E. Modou Gueye Seck, Adviser to the Prime Minister of Senegal on Agriculture, and Alexander Biryukov, IOEC Vice President for Cooperation with Africa. The meeting was also attended by Russian businessmen, heads of departments from the Senegalese Ministry of Agriculture, and leaders of the Association of Farmers and Agricultural Cooperatives. Among the key projects discussed were the recovery of the seed capital, assistance in wheat cultivation in Senegal, the construction of an organic fertiliser plant, and the training of specialists in Russian universities.
On April 30, during his business mission to Senegal, Alexander Biryukov met with H.E. Birame Souleye Diop, Minister of Energy of Senegal. They addressed the barriers affecting Russian-Senegalese energy partnerships and identified priority areas for developing mechanisms to strengthen cooperation in the region through IOEC’s Eurasian International Business Center.

MEETING WITH THE AMBASSADOR OF THE UAE
On June 9, IOEC’s President Dmitry Stasyulis met with H.E. Mohammad Ahmad Sultan Essa Al-Jaber, Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to Russia. The talks addressed a wide range of issues, including the enhancement of business activities, the development of trade and economic cooperation, the establishment of an EAEU-UAE free trade zone, investment and production opportunities, and the increase of tourist flows between the countries. They also noted that the UAE’s favourable investment environment makes it a key partner for Russian businesses in the Middle East. H.E. Mohammad Ahmad Sultan Essa Al-Jaber also extended his support for the initiative to develop bilateral cooperation through IOEC’s Eurasian International Business Centre.

PODCAST WITH RUSSIAN DEPUTY MINISTER OF FOREIGN AFFAIRS
On May 29, a special episode of the “Eurasian Dialogue” podcast was recorded at the Russian Ministry of Foreign Affairs with a focus on the “Eurasian Economic Union Day.” The participants included the host and author of the podcast Dmitry Stasyulis, IOEC’s President, Russia’s Sherpa in the Civil Twenty (C20), Editor-in-Chief of the “Eurasian Dialogue” magazine, along with Alexander Pankin, Deputy Minister of Foreign Affairs. They discussed the achievements of the EAEU over the past eleven years, industrial cooperation, the Greater Eurasian Partnership, as well as the challenges and prospects of Eurasian integration.

SPILF–2025: CORPORATE SECURITY IN BUSINESS
On June 10, Dmitry Stasyulis, President of the IOEC and Head of the Litigation and Arbitration Practice at the Bar Association “Diktatura Zakona,” moderated and hosted the session “Legal Aspects of Ensuring Corporate Business Security” at the St. Petersburg International Legal Forum. The session delved deep into various topics, including protecting businesses on the international markets amid sanctions, preventing external threats to both tangible and intangible assets, safeguarding trademark rights and intellectual property, mechanisms for protecting the rights of participants of business entities, and the use of polygraphs for corporate security purposes.

MEETING ON THE DEVELOPMENT OF INTERNATIONAL LEASING MECHANISMS
On June 11, a meeting was held via video conference at the IOEC to discuss the development of international leasing mechanisms. The event was attended by IOEC’s President Dmitry Stasyulis and heads of leasing associations from Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan, and Uzbekistan. Participants reviewed topics for a session at the World Forum “New Era—New Ways” to discuss the development of international leasing in Eurasia. This included harmonising legislation, establishing effective arbitration, and preparing programme documents to shape legal frameworks and develop organisational mechanisms for a robust international leasing infrastructure.
NEPALESE DELEGATION VISITS THE IOEC
On June 17, the IOEC hosted a meeting between the organisation’s leadership and Nepal’s business community. The IOEC was represented by President Dmitry Stasyulis, Vice President for Digitalisation Sergey Pasechnik, and Vice President for International Logistics Vasily Yankov. The parties explored prospects for cooperation in the transport sector, the possibility of launching new logistics hubs, and the feasibility of a labour resource exchange initiative.

SPIEF: 80TH ANNIVERSARY OF VICTORY IN WORLD WAR II
On June 18, as part of the SPIEF, a session titled “80th Anniversary of Victory in World War II: The Allies’ Responsibility to Uphold Peace” was held, organised by the IOEC with the support of the Russian Ministry of Foreign Affairs. The event focused on the lessons of history, the direct impact of historical interpretations on modern international relations, mechanisms to counter the glorification of Nazi ideology, and ways to preserve an objective view of the past. The session moderated by IOEC’s President Dmitry Stasyulis featured the Russian Ministry of Foreign Affairs, the State Duma of the Russian Federal Assembly, a deputy of the Parliament of Moldova, as well as political scientists and scholars.

VISIT TO THE EMBASSY OF INDIA IN RUSSIA
On July 31, IOEC’s President Dmitry Stasyulis took part in a working meeting at the Embassy of India in Moscow, where he met H.E. Vinay Kumar, Ambassador Extraordinary and Plenipotentiary of the Republic of India to the Russian Federation.
Alok Kumar, President of the Economic Council of India (Russia & Central Asia), Director of the BRICS Chamber of Commerce and Industries (Russia), and Advisor to the IOEC President for cooperation with India, also attended the talks.
H.E. Vinay Kumar highly appreciated the opportunities for Russian-Indian cooperation within the IOEC Eurasian Business Centre. The parties discussed prospects for the development of integration projects and the strengthening of economic ties between the countries.

DMITRY STASYULIS: CO-COORDINATOR OF THE C20 GROUP “TRADE, FINANCIAL ARCHITECTURE, AND SUSTAINABLE DEVELOPMENT”
IOEC’s President Dmitry Stasyulis commenced his duties as Russia’s Sherpa in the C20 and as the co-coordinator of the “Trade, Financial Architecture, and Sustainable Development” group.
On July 31, as co-coordinator of the group, Dmitry Stasyulis set forth a number of proposals for the final C20 Memorandum, including: reforms of the WTO, IMF, and World Bank, a call to abandon the unilateral sanctions, the development of the Greater Eurasian Partnership, and a commitment to traditions and cultural-historical contexts of different nations, the protection of traditional and family values, as well as the preservation of historical memory and non-glorification of Nazism.
