On 27 May 2026, an open discussion titled “Tax Aspects for Representatives of Foreign Business” was held in Moscow as part of the dialogue between Chinese business and Russian federal executive authorities.
The event was attended by representatives of the Federal Tax Service of Russia and the State Taxation Administration of the People’s Republic of China. It was organised by the National Coordination Center for International Business Cooperation and the China Council for the Promotion of International Trade (CCPIT).
In his speech on “Advantages of the Russian Jurisdiction for Chinese Companies”, Dmitry Stasyulis noted that amid the transformation of the global economy and the growing politicisation of Western legal systems, Russia is creating a more predictable and resilient legal environment for foreign business.

In his speech on “Advantages of the Russian Jurisdiction for Chinese Companies”, Dmitry Stasyulis noted that amid the transformation of the global economy and the growing politicisation of Western legal systems, Russia is creating a more predictable and resilient legal environment for foreign business.
Particular attention was paid to the key advantages of the Russian jurisdiction:
• constitutional guarantees of investor protection;
• the principle of freedom of contract in Russian civil law;
• the opportunities provided by the corporate agreement as an additional instrument for protecting the rights of business participants;
• the consistency of the legal positions of the higher judicial authorities;
• cost-effective access to judicial protection combined with a high level of professional legal expertise;
• the development of digital services of the FTS of Russia, e-justice systems, and digital platforms for business-government interaction.
A separate emphasis was placed on the fact that modern digital administration tools, including FTS of Russia services, My Arbiter, GAS Pravosudie, Gosuslugi, and GIS Torgi, allow foreign companies to build interaction with Russian state institutions in a more transparent, technologically advanced, and efficient manner.
Dmitry Stasyulis’s participation in the discussion became an important IOEC contribution to the development of practical dialogue between Russian state bodies, the Chinese business community, and institutions of international economic cooperation.
The International Organisation for Eurasian Cooperation continues its systematic work to strengthen Russia’s business ties with China and create conditions for the sustainable presence of foreign companies in the Russian jurisdiction.
