Dmitry Stasyulis spoke at the 2026 SPIEF

On the sidelines of the St. Petersburg International Economic Forum, a session titled “Russian Jurisdiction: Advantages for Foreign Investors” was held with the participation of the Moscow Bar Association “Diktatura Zakona”.

The session was moderated by Eduard Budantsev, President of the Moscow Bar Association “Diktatura Zakona”.

The session brought together:
• Alexander Maslennikov — Deputy Secretary of the Security Council of the Russian Federation;
• Dmitry Stasyulis — President of the International Organisation for Eurasian Cooperation (IOEC), Russia’s Sherpa to the Civil 20 (C20), Founder and Editor-in-Chief of Eurasian Dialogue magazine;
• Alexander Murychev — Vice President of the Russian Union of Industrialists and Entrepreneurs (RSPP);
• Gilberto Ramos — President of the Brazilian-Russian Chamber of Commerce, Industry and Tourism;
• Alexander Dolya — Advocate, Fellow of the Chartered Institute of Arbitrators (FCIArb);
• Pavel Ledovskoy — Advocate, Head of the Tax Practice at the Diktatura Zakona Bar Association;
• Alexey Ilyushin — Advocate, Associate Professor at the Department of Theory and History of State and Law and Administrative Law, National Research Tomsk State University.

The discussion focused on issues of fundamental importance for foreign business: legal protection of investments, predictability of the judicial system, reduction of administrative barriers, and the opportunities offered by operating within the Russian jurisdiction.
In his remarks, Dmitry Stasyulis noted that amid the transformation of the global economy and the growing politicisation of Western jurisdictions, Russia offers foreign investors an alternative model — a jurisdiction based on legal certainty, protection of property, digitalisation of public services, and a pragmatic approach to business development. Particular attention was paid to the advantages of the Russian legal framework: constitutional guarantees, modern civil legislation, the institution of the corporate agreement, the consistency of the legal positions of the higher courts, access to judicial protection, and the development of digital services for business.

A separate emphasis was placed on the fact that, by establishing a business presence in Russia, a foreign investor gains not only access to the domestic market, but also additional opportunities within the Eurasian Economic Union, including the free movement of goods, services, capital and labour, as well as prospects for participating in the EAEU’s cooperation and trade mechanisms.
