20 August — On the margins of the World Forum “New Era—New Ways,” the heads of leasing associations from Russia, Belarus, Armenia, and Kyrgyzstan signed a Memorandum on the Development of International Leasing, which formalises the International Leasing Council under the aegis of the International Organisation for Eurasian Cooperation (IOEC).
Collaboration will be based on voluntary participation, mutual benefit, and full sovereignty for all members. Expanding the geography of lessors and welcoming new partners opens up broader opportunities for joint projects, expertise sharing, and the development of leasing instruments across Eurasia. On 28 October, the Kazakhstan Leasing Companies Association KazLeasing formally acceded to the International Leasing Memorandum.
